In this regard, the Secretary of State asked the “responsible countries” to record how such decisions affect people, and then remind the world of those supported by Russia and China.

On the eve of Russia and China blocked the UN Security Council resolution proposed by Belgium and Germany to extend cross-border operations to deliver humanitarian aid to Syria through two checkpoints on the border with Turkey. Moscow considers it necessary to gradually curtail the cross-border assistance mechanism for Syria and suggests extending supplies only through one checkpoint on the border with Turkey. Russia also invited the UN Security Council to adopt its draft resolution on assistance to Syria in return for the rejected one.
